scratches, refinish, varnish

22 degrees, 45mph wind, blowing snow, cold ocean and "hard" water; however spring is coming to Alaska so I am refinishing my first boat built about 15 months ago.

I have scratches and small dings and as I sand, some scratches disappear, others stay white, others show some glass pattern(1/32-1/16" wide). All are completely smooth to the touch and I haven't gone thru the epoxy. A few dings on the keel and bottom also show glass pattern.

My questions are 1. Can I varnish again over them at this "smooth sanded" time or should I sand down to glass pattern, reepoxy, resand and then varnish?

2. My "Captains" varnish has a 1/8" hard skim on top of it after setting a year. Can I use the liquid varnish underneath as is or should it be thinned? The first time I usd it right out of the can and it worked fine.

3. If I want to put another layer of glass over the places that get the most abuse, can I do it right after my complete sanding which takes all the gloss off the present hull? Any unusual prep different from the initial building?

Thanks for your help, I've learned a lot from this board. Doing two more boats soon.
