Pygmy Arctic Tern Frame Question

It's late here and I am not sure if Pygmy is open on Saturday's so I figured I would see if anyone around this weekend had built an Arctic Tern kit from Pygmy. I have finished wiring the hull together and am putting in the end stern frame but there is a hand written note in my instruction manual which say's 13" right next to the measurement typed 19" distance from the stern tip forward to the frame. I just wanted to double check real quick that 13" is infact correct as it is a VERY tight fit. Additionally, the frame sticks out above the shear line about 1", is this correct? If I am going to have to trim it prior to putting the deck on I would rather do it before hot glueing the frame in.
