primer problems

I just put the primer on my boat last night, I used Petit brand Hi-Build primer that is supposed to dry in 4 hours and then be easy sanding. tonight I went to sand the primer to prep for a Brightsides top coat and the primer just clogs up my 220 grit sandpaper and makes a mess. Is it possible that it still isn't dry ? it was in my garage all night and today it was in the 70's all day. CLC talks in their shop notes about not letting hibuild primer sit too long so it won't absorb moisture. any others with a similar experience ? how long do I wait before I give up and scrape it off ? underneath is 3-4 coats of Raka noblush epoxy which was well sanded prior to the primer coat.
