Fairing out

I am sanding my PANACHE down with 80 grit and wondering how deeep to go. I have 120 grit and 220 grit to follow before applying the z spar captians varnish.Boat is built with 6 oz cloth and west system epoxy. What i am not sure about is the little shiny areas i havent gone deep enough to fair out with the rest as I dont want to go too deep thinking i will then need to apply more resin etc... so I am wondering about a couple of things 1. When I knock down the edges of extra layers of cloth tring to feather things together if i cut into the cloth a bit but there is still resin underneath from the other layers can i just cover over with my coats of varanish or will i have to resin it over agian and sand etc. And my second question is about the little shinny areas i was talking about that a aren't quite faired out, will they just get filled in with the varnish coats which will save me adding more resin too the boat or do i have to keep apply resin and sanding till all is fair with no shinny parts sitting low?These low spots would be about an 1/8" across.
