Epoxy layers

I am working on a CLC Tred Avon. I put two coats of epoxy on the deck and let it fully cure. I started to sand it down to get it nice and smooth and to dull any gloss that it had so the varnish will work properly. It looks like I am having to sand clear down to the wood to get it smooth and remove all the gloss from the epoxy. I have not sanded through the top layer of wood that has been darkened by applying the epoxy, so I don't think I have actually taken any/very little wood off. The questions are: 1. should I be able to see a dull coat of epoxy on the wood after a properly epoxied and sanded deck? 2. Should I apply another coat or two of epoxy and sand again, but less aggressively? (There is one coat on the under side and there was two on the top). Would additional coats of epoxy make the deck more durable, more ridgid?? I have some Captians varnish to apply to the deck once I have it ready. I will paint the hull white. Thanks in advance for any help.
