Can 2nd glass go over 1st? yes and you should

Like Rehd said, wait for the tack to die, but you'll actually get a better bond between layers if you don't wait for full cure in the first.

Also like Rehd said, though, you probably don't need two layers inside. I'm hard on my boat and I only have a second layer inside the cockpit only...and no problems yet.
