Ive made deck flush fittings on my little metal lathe. I start with a disk of wood cut with a hole saw then bore the hole and drill a hole for a dowel then cut a shoulder and round off the bottom.

It is installed with thickend epoxy into a hole in the deck which is drilled with a hole saw.
