Change your varnish brand. I've used Benjeman Moore, but no more. Go with one of the mainstays Like Z-Spar or McCloskeys "Man-O-War" which I use. These spread easier, hold a wet edge better, lay flatter, and bubble less. You will still have to tip-off, but no bubbles should remain.
