: The Coast Guard assigns HIN sequences to manufacturers and to all states. If
: a state wishes to pass out HIN's to individuals as they build boats they
: can or not as they wish. If a state refuses, the Coast Guard will pass out
: numbers in that state. In Alaska, for what ever reason, the Coast Guard
: passes out HIN's.Thanks for the clarification. Perhaps I misunderstood your earlier statement that "States cannot not require HINs." I understood you to be suggesting that state participation in the federal regulatory scheme was mandatory, but this makes clear the voluntary nature of the states' participation.
: All recreational vessels are required to have HIN's. (Title 33, Code of
: Federal Regulations; Subchapter S - Boating Safety, Part 181 -
: Manufacturer Requirements) A HIN is a 12 character sequence unique to each
: HULL. This number is usually inconspicious - writing in pen under the
: fiberglass is one method.: Most recreational vessels are required to NUMBERED. This is the registration
: with sticker requirement that each state has for boats. This number is the
: state code followed by 4 numbers and 2 letters(?).: The federal regs exempt boats under 10 hp. (Title 33, Code of Federal
: Regulations; Subchapter S - Boating Safety, Part 173 - Vessel Numbering
: and Casualty and Accident Reporting): In most states you CAN AVOID registering your boat if you declare that it is
: used exclusively for RACING. (You still need a HIN).: It is easy to be confused by these 2 numbering requirements.
