bike hitches for a 'yak on a rack'

I joust got their sale catalog for October 1999 and it had a bike rack similar to what you describe. It is called a Delta Post Haste Rack, and is on sale for about $27, marked down from $35.
I searched their web site looking for the words ``Delta post`` and got another rack by that company which attaches in the same way, but is set up to carry panniers. This one was $45, but the pannier rack looks like it would be convenient to modify to tow your 'yak.
Otherwise, check at your local bike shop for handlebar extensions. If you can find one that fits the seat post you can drill into it and bolt on a length of aluminum tubing to suit.
Or, see if the bike shop has just the mounting hardware for a seat. You might be able to install that under your current seat, and bolt something to it.
