Sure it would. You've just got to remember the "wing" is pointed up and down, not horizontally like a airplanes wings.

While the wings on other planes are very short. Length of the wing doesn't define the airfoil shape. An airfoil ban be very short along the length of the wing. His kayak shape, like mine, presents quite an airfoil to the water. Now a squirt boat is of course a different matter.
Why smooth isn't always better, or dimples work.
