The actual rudder and through pin that rotates it is sealed and watertight. The top sheer and lower keel sections are filled with epoxy/silica. Since water can enter through the side and top of the hull cutouts, I placed a bulkhead about an inch forward from the top of the rudder. Water fills this inboard section. With the kayak moving through the water, the small slotted areas exposed to friction are probably acting, at least partially, as smooth solids and not adversely affect the boundary layer. I like Nolan Penney’s speculation that serendipity may have smiled on me and the new conditions, even though they may be producing some kind of turbulence, may even have increased laminar flow. (the golf ball metaphor)
