A well designed kayak might include the rudder in the design, or might manipulate parameters to eliminate the need for a rudder. Either way it may still be a good design. I intend to try my 24ft long 26in wide kayak design w/o a rudder first, but th design includes the use of a rudder as a possible enhancement.
Many aircraft require modifications even after thousands of hours of design. Flight test and revisions are part of the design. On a boat, it's easier to install a rudder than to change the rocker once built.
