sheer clamp installation help

Thanks to all those who answered my post on the scarf failure,I am convinced that I should just be more careful next time due to the fact that the plywood broke and not the scarf joint.

My next problem involves the sheer clamp installation. The instructions in the plans are not so clear,they say to" glue the sheer clamp in position."does this mean with epoxy,I think so, but should I thicken the epoxy with cotton fibre as with the scarf joints.Should I use anything else(screws or nails). thanks again.
