Hi howdy Arnold,
First of all, good decision on building your own!
The first boat that comes to mind, is the Chesapeake Light Craft's "Mill Creek". I believe they have a 13' model, and a 16.5. It pretty much fits your description, with maybe a little less beam.
S & G's usually, do not require frames, I'm sure there are some that use them. I think the most popular cloth weights are 4 oz., and 6 oz. I would steer clear of polyester.
As for wood, that's up to you. A friend of mine just built an 18' single using 1/4" luan. For all the inferiority, he ended up with a decent looking, functional touring kayak, for less than $300.00.
Take your time, and explore the net awhile, you have many, many options. Another one I just thought of, is Glen-L's "Can-yak". I will attempt to link you below.
