I too found that odd, and checked with my local S&R (know some of them), they didn't agree with this light blue color scheme either. Giving again dayglow orange the thumbs up, with just about any other neon/lumenous/flourescent color the next thumbs up.
Nicks long ago suggestion about painting below the water line with dayglow orange makes a lot of sense to me.
Zebra striping was used by many navies as camo patterns btw. Most notably the germans and the british as I recall. Remember, anything that breaks up straight lines hides things. If you want to be seen, large uninterrupted areas of color are the most visible.
